Betsy Schaffer, CPA, CPFO
Betsy's first professional steps began in the Auditor-Controller's Office in 1991 when she started as an Accountant-Auditor trainee in the New Auditor Training and Development Program. Prior to becoming Assistant Auditor-Controller in June 2016, Betsy was the Division Chief of Financial Reporting, Budget, and Cost. She has also held several other positions in the office such as Chief Deputy Controller, Division Chief over Operations (FACS & Payroll), and Interim Internal Audit Manager. Outside of the county, Betsy has held positions with the City of Santa Barbara and Santa Barbara City College. She has also been a consultant for a local software company providing consulting services for system implementations, project management, and business process analysis. Betsy is a CPA, CPFO, and graduate of Cal Poly, San Luis Obispo.
Ed Price, CPA, CPFO
Ed joined the County in 1999, and most recently held the position of Chief Deputy Controller since January 2017. Prior to becoming Chief Deputy Controller, Ed was the Property Tax Division Chief. He has also held the position of Internal Audit Manager and Financial Systems Analyst. Ed came to the County with 14 years experience in the banking and financial services industry in the domains of audit, management and technology. He is a graduate of the University of Maryland with a BS in Accounting. He is a Certified Public Accountant in two states and also holds the Certified Professional Finance Officer designation. Although now lapsed, Ed has also held the Certified Internal Auditor and Certified Information Systems Auditor designations earlier in his career.
Chief Deputy Controller
Kyle Slattery, CPA, CPFO, CGFM
Kyle began working in the Auditor-Controller's Office in 2004 as an Assistant Accountant in the Property Tax Division. After graduating from Cal Poly, San Luis Obispo, with a Bachelor of Science in Business Administration with a concentration in Accounting and a Minor in Economics, Kyle worked for a national accounting firm as a financial statement auditor of various medium-sized, privately-held companies. In 2012, Kyle returned to the Auditor-Controller's Office and held the positions of Audit Supervisor and Division Chief prior to becoming Chief Deputy Controller. Kyle is a Certified Public Accountant, a Certified Public Finance Officer, and a Certified Government Finance Manager. Kyle also holds a Certificate in Nonprofit Leadership from Fielding Graduate University and serves on the boards of several local nonprofits.
Internal Audit Chief
Barbara Gilner, CPA (Inactive)
Barbara began her work in the Auditor-Controller's Office in 2005. She has worked at advancing policy and procedures across various areas of law and regulation, with a special focus on labor law and taxation. Barbara has previously held the position as Internal Audit Manager. She joined the County with 10 years of experience in the financial services industry, including trusts and estates administration and accounting. Barbara worked as a public accountant in both national and local CPA firms auditing government and non-profit organizations. She has held a Certified Public Accountant license and a Certified Trust and Financial Advisor certificate. Barbara is a graduate of California State University, San Bernardino with a Bachelor of Science in Administration with an emphasis in Public Accounting.
Financial Reporting Division Chief
Joel Boyer, CPA
Joel graduated from UCSB with a Bachelor of Arts in Economics, with an emphasis in Accounting, including a minor in Exercise, Health & Science. Joel has been working for the County of Santa Barbara since 2004. He joined the Auditor-Controller's Office as an Accountant-Auditor, working in the Internal Audit Division. Joel enjoyed being a participant in the comprehensive New Auditor Training and Development Program, which gave him experience in Financial Reporting, Advanced Accounting, Financial Accounting & Customer Support and Property Tax, before rejoining the Financial Reporting division as the Division Chief. Joel's experience with Santa Barbara County includes time with the Clerk-Recorder-Assessor's Office where he began as an Auditor-Appraiser and later became their Business Manager. Prior to joining the County of Santa Barbara, Joel worked as a staff auditor for Arthur Andersen in San Francisco.
IT Systems Division Chief
Ward has been with the Auditor-Controller's office since 1998 and has served in various roles including as Accountant-Auditor and Financial Systems Analyst. He graduated from UCSB with a Bachelor of Arts in Economics with an emphasis in Accounting and a minor in Chinese. He has been heavily involved with the development and maintenance of the County's financial systems, and provides IT leadership through his extensive knowledge of programming and software development.
Financial Accounting & Customer Support Division Chief
Juan Izquierdo, CPA
Juan, a graduate of UCSB, joined the Auditor-Controller's Office in 1999. He started in the Internal Audit Division as an Accountant-Auditor and has rotated thru the various Auditor-Controller Divisions including FACS (Supervisor), Specialty Accounting (Division Chief), and Financial Reporting (Financial Accounting Analyst). Prior to working for the County, he worked as a staff auditor for a Los Angeles based CPA firm and as the accounting manager for a local construction company.
Payroll Division Chief
Betsy Byrne, CPP
Betsy began with the County in the Auditor-Controller's Office in 2013 after six years of service in Payroll with the Santa Barbara Superior Court. She is a Certified Payroll Professional (CPP) and has ten years' experience with payroll in both government and private service industries. Betsy has Bachelor's degrees in Business Management and Accounting.
Property Tax Division Chief
Trevor Lysek, CPA
Trevor joined the Auditor-Controller's Office after graduating from Cal Poly, San Luis Obispo, with a Bachelor of Science in Business Administration, with concentrations in Accounting and Finance. Starting as an Accountant-Auditor trainee in the New Auditor Training and Development Program, he served several years as an Internal Auditor, and as a Financial Systems Analyst on the development of the County's New Financial System (FIN), eventually returning to Internal Audit as the Internal Audit Manager. Trevor lived and worked in New York City where he oversaw the accounting for New York City Schools restoration projects for a global construction manager. Trevor has also been a software developer/consultant. Prior to rejoining the Auditor-Controller's office, he served as lead consultant assisting the Auditor-Controller in the conversion to the new Property Tax System. Trevor is a Certified Public Accountant (inactive)
