Rules Related to the Coronavirus Pandemic

Because the situation with the Coronavirus Pandemic remains fluid, we have made some modifications to our rules for the health and safety of all.

  • Camping is strictly limited to reservations only.
  • Walk-in camping will not be allowed.
  • New reservations require a 2-night minimum. JALAMA ONLY
  • Each basic and hookup campsite is strictly limited to 8 people, including children.
  • Do not gather in groups of more than 10 people.
  • Only 1 (one) RV or trailer will be allowed in each campsite (No RVs or Trailers with cabin reservations). 1 additional vehicle (passenger vehicles only) will be allowed per site. Joiner Fees apply. JALAMA ONLY
  • Changing campsites will not be permitted.
  • Playgrounds will remain closed.
  • Swimming Pools at CACHUMA LAKE will remain closed
  • Maintain social distancing of 6 feet with others outside of your household.
  • Wear face covering at the Ranger Gate/Office, when in line for the restrooms and other business establishments in the park, or when around others outside of your household.
  • Please expect longer wait times for entry into the park.
  • Check-in is at 3:00PM. Parking is limited. No early arrivals. JALAMA ONLY
  • Rules are subject to additional modifications depending on how activities affect the park, patrons and staff.


These rules do not reflect all the park rules and regulations. For additional information, please ask a Park Staff member. Park Staff are here to help make your stay safe and enjoyable. We value your patronage and encourage your suggestions. Please uphold Park rules as you explore, experience, and enjoy!

  • Authorized use of day-use group areas includes the provided amenities within the site reserved. Prior authorization and special permitting from CSD or other departments may be required for weddings, memorial services and other special events. A "Special Event" is an event that impacts, encroaches or infringes on the surrounding group areas, and or requires the use of more than the provided amenities. Unauthorized events may result in additional fees or eviction. Please call Parks Admin at (805) 568-2460, Option 5 if you think your use could be a special event.

  • Park hours are from 8:00AM to sunset.

  • Put all trash and litter in cans provided.

  • Park visitors are expected to restore the area to the condition in which it was found. The person whose name appears on the reservation will be responsible for any damages to County property in connection with their activity.

  • No amplification allowed. Sound, including radios, at a low volume is allowed but should not disrupt or interfere with the peace or the enjoyment of any other recreation area.

  • Dogs must be leashed at all times and picked up after.

  • All County day-use parks and Open Spaces are tobacco-free. Smoking, vaping, electronic cigarettes and all other use of tobacco are prohibited.

  • Alcohol is allowed at all day-use parks except Orcutt Community Park. The person whose name appears on the reservation is responsible for ensuring that anyone consuming alcohol is over 21 years old.

  • Selling of alcohol or food requires additional permits. Contact Parks for information.

  • The use of staples or tacks damages park structures and park tables and is prohibited. Please use tape to secure table coverings and other decorations.

  • Water activities, including but not limited to water balloons, wading pools, slip and slides, and dunk tanks are not allowed.

  • Each picnic area is equipped with picnic tables and a barbecue grill/pit. Do not bring extra chairs and tables to expand the picnic area's capacity.

  • Extra open-flamed grills and oil fryers are prohibited. Electric crock pots and propane stoves that meet safety standards are permitted (No home-made propane cooking equipment). The use of unauthorized equipment may result in additional fees, citation or eviction.

  • Bouncers are allowed from approved vendors in designated areas with a paid reservation and bouncer fee. Bouncers are limited to one per area and only basic bounce houses (20 ft X 20 ft maximum) are allowed. Rock or climbing walls, obstacle courses, combos, slides, laser tag and other large inflatables or interactive equipment are not allowed.

  • Mobile petting zoos and pony rides are not allowed.

  • Mylar confetti and Mylar on pinatas are not biodegradable. Please refrain from using these items.

  • Motorized/Electric vehicles are not allowed on park lawns.

  • Items may not be left unattended in the unreserved areas.

  • All reservations are rain or shine unless cancelled or changed at least 3 days prior to reservation/check-in date.

  • Prior authorization/walk-through is required for weddings, memorial services and other special events. Unauthorized events may be result in additional fees or eviction.

  • All vehicles entering the park must have a valid Parks Pass displayed (day use, camping, or annual day use). This pass may be revoked without refund for violation of rules at any time.

  • Speed limits in the park are as follows:
    • Cachuma Lake: 15 MPH
    • Jalama Beach: 5 MPH

  • All traffic is restricted to designated roads. Vehicles must have valid registration and be operated by a licensed driver.

  • Camping and picnicking are allowed in designated areas and by permit only. Individual campsites are limited to 2 vehicles and 8 people. Single vehicles pay the appropriate fee to secure a hookup or dry site. A second vehicle can join the site at an additional per-night fee.

  • Persons under 18 must be accompanied by a parent or guardian.

  • All camping gear and vehicles must fit within your campsite boundaries.

  • Park users are required to keep their site clean. Violators will be cited and evicted.

  • Day use hours are from 6:00 am until sunset. Anyone entering outside these hours will be charged a camping fee or evicted from the park.

  • Check-in for all sites is 3:00 pm. Check-out is 11:00 am for cabins & yurts and 1:00 pm for campsites.

  • Quiet time is from 10:00 pm to 7:00 am. Generators, radios and any activity that may disturb neighboring campsites is prohibited during this time.

  • Fires are only permitted in designated fire rings, pits, grills, or ranger-approved containers. Ground fires are not allowed. Fires must never be left unattended and campers must entirely extinguish all fires before leaving their site. Firewood is only permitted from local sources in order to prevent the spread of insect pests and disease.

  • Collecting, damaging, or removing any wood, downed branches, plants, archaeological materials, animals, and rocks is strictly prohibited by law.

  • Waste materials and gray water should be disposed of at the designated dump stations. Disposal of these materials in any other area of the park is prohibited.

  • Pets
    • Proof of rabies vaccination is required upon entrance to the park.
    • Owners must pick up after their pets.
    • Vicious or noisy pets will not be allowed and pets must be under control at all times.
    • Uncontrolled pets are grounds for eviction.
    • Owners must clean up after their pets.
    • Pets must be on a leash 6 feet or less or confined to a cage and may not be left unattended anywhere in the park.

  • Firearms and weapons of all types (including but not limited to BB guns, rifles, sling shots), fireworks, and explosives are prohibited. Violators will be cited and evicted from the park.

  • Abusive or indecent behavior, language or gestures are prohibited.

  • Excessively loud music with heavy bass or music with offensive language will not be tolerated.

  • Motorized cycles and scooters are not allowed in the park. All vehicles and golf carts must be street legal.

  • No riding in the back of pick-up trucks anywhere in the park.

  • Helmets are required for bicycle, scooter, or skateboard riders under the age of 18.

  • Drones are not permitted in any Santa Barbara County Park except in case of emergency or with the prior written permission of the director of community services or deputy. Any drone in use will be confiscated and returned to the owner upon their departure from the camping park.

  • The maximum stay is 14 nights over a 30-day period, and campers must vacate the park a minimum of 14 days between 14-night reservations/stays.

  • Reservations are non-transferrable. ID must match the name and address on the reservation.

Rules Specific to Jalama Beach
  • Wedding rehearsals are not included with a wedding reservation.

  • One door of the Mural Room must remain open at all times. Closing both doors in not permitted. The Mural Room must remain open to the public at all times. The Courthouse is a Public Access Building.

  • Santa Barbara Courthouse is a multi-use facility; on any given day many activities and events require an exterior kitchen placement which is located on the sunken garden side of the arch way.

  • All equipment will be loaded in and removed through the Santa Barbara Street entry, all rentals or equipment belonging to florists, and video-photographers must be dropped off during the contracted event times. No items may be left overnight.

  • Rental is for the venue only and does not include an officiant or license for the wedding ceremony.

  • No amplified sound is permitted and no exceptions will be made (Monday through Friday; officiant mics included).

  • Customer is responsible for clean-up to the pre-event condition.

  • All parties involved in the event may not enter earlier or vacate later than the contracted event times.

  • People and/or equipment are not allowed in unauthorized areas of the property.

  • Existing lights, plants, paintings, furniture, and drapes must not be moved. Planting beds are off limits including cutting plant material.

  • Flash photography is not allowed in the Mural Room.

  • Do not dig or place any stakes into the Garden lawn or plant areas.

  • Place any signage for the event anywhere on the grounds or structures is not permitted.

  • The renting party is responsible for bagging, tying and removing all trash from the building and property.

  • Candles and open flames are not allowed anywhere on the property.

  • Sequins, glitter, confetti, silk or real petals, rice or birdseed are not allowed anywhere on the property.

  • Nails, staples, thumbtacks or tape with permanent adhesive may not be used.

  • Aisle runners in the Garden areas or in the Mural Room are not permitted.

  • Food and beverages are not allowed for ceremonies. Water bottles are permitted in exterior venues only (not in Mural Room) and must be disposed of properly.

  • The County reserves the right to remove any rudely intoxicated guest(s) or person(s) after having being notified of their violation. No smoking including tobacco use and electronic cigarettes on entire property.

  • Reservations must be cancelled 60 (sixty) days before the event date to receive a full refund, minus the non-refundable reservation fee. Cancellations received less than 60 (sixty) days will be subject to a 50% cancellation charge of the paid site fee and cancellation 3 (three) days before the event will receive no refund.
  • All arrangements must be confirmed 14 days prior to event including payment & permits.

  • Generators are not permitted on the grounds.

  • Do not use the electrical outlets on the inside of the Courthouse.

  • Open flames are not permitted on the grounds.

  • Nothing can be attached to the building without prior approval.

  • Bouncers are not permitted on the grounds.

  • Vehicle access on the grounds is not permitted. Do not block any public access to the building.

  • Do not block public access into or out of the grounds or the courthouse at any time.

  • You must arrange for portable restrooms for the event users. One handicap plus one standard per 300 event users is required.

  • All trash must be removed from the site after your event. You must remove trash from the permanent containers on the grounds and replace the liners after the event.

  • Do not dump hot or cold fluids, ice, etc. on the lawns or in the beds.

  • Please monitor your caterer & setup crew to insure that all equipment for kitchen, serving, seating, staging, etc. is brought in on dollies or hand carts in a manner that protects the stonework from damage. The stone walkways and steps must be protected from spills, stains, chipping and any other physical damage.

  • Only breathable materials are permitted on the lawn. No plastic, tarps, vinyl, or synthetic materials.

  • Dollies and hand carts are never permitted on the steps anywhere on the Courthouse grounds.

  • Do not drive poles, stakes, etc into the lawn.

  • You will provide security guards for the protection of the grounds and building if required. Security guards will work at the direction of our Facility Monitor(s) and Park Ranger(s) for grounds protection.

  • If required one or more Facilities Monitor(s)-Park Ranger(s) will be on site before, during, and at strike for your event.

  • Your sound systems must comply with the City's Municipal Noise Code, Chapter 9.16. Noise & music should not be heard beyond the perimeter of the courthouse grounds. Noise is not permitted after 10PM.

  • A walk through the morning after your event may be required to be sure you have left the grounds in the condition you found them.

  • Setup will be as indicated on the layout map of the Sunken Gardens.

  • Furnish a list of vendors (including phone numbers) you will be using.

  • Provide a production time line.

  • Provide all County and outside agency permits a month before your event.

  • Furnish a Certificate of Insurance for General Liability naming the County of Santa Barbara as an additional insured, for combined single limit liability in the amount of $2,000,000 per occurrence and $2,000,000 in the aggregate. If you plan to sell or serve alcohol you must have Liquor Liability added to the Certificate of Liability. A copy of the endorsement evidencing that the County has been added to the policy as a named additional insured must be attached to the certificate of insurance.
  • All park rules and regulations must be adhered to at all times. This includes those covered under Santa Barbara County Code, Section 26.

  • Permit available venues for County Park Film Parks are for the following only: Goleta Beach-Lookout Point-Rincon Beach.

  • Park Hours are from 8AM to Sunset.

  • Filming is not permitted at any County Park Preserve.

  • Drones are not allowed at Santa Barbara County Parks.

  • Public activity must not be disturbed or displaced.

  • Public and ADA access must be maintained at all times.
